Question: May we charge a fee on a dormant account?
Answer: Yes...but don't charge the fee after the account becomes "inactive" as defined in the escheat law! In other words, you could have a fee for accounts with no activity for 90 days (as an example). However, if there is no transaction by the customer AND no communication from the customer for one year, the Texas escheat law prohibits reducing the account by service charges or otherwise.
