Legislation Introduced to Permanently Change Assessment Base

We are encouraged by legislation introduced last week by ICBA urging a permanent change to the FDIC insurance assessment base.  The Bank Accountability and Risk Assessment Act of 2009 (H.R. 2897), sponsored by House Financial Services Subcommittee on Financial Institutions Chairman Luis Gutierrez (D-Ill.), would require the deposit insurance assessment base to include total assets (minus tangible equity), rather than domestic deposits. ICBA and IBAT has been vigorously advocating for broadening the assessment base and implementing the systemic-risk premium.

Community bankers should call (202) 224-3121 and ask to be connected to their representative’s office. Ask to speak to the financial services legislative assistant, and urge them to cosponsor H.R. 2897.

IBAT has reviewed and plans to register our strong opposition to the Administration's proposed creation of a new Consumer Financial Protection Agency.  Your IBAT Executive Committee is planning a trip next month to DC to lobby Texas Congressional members on these and other issues.  When calling Congressional offices, please register your opposition to this new Agency and remind our elected officials that regulated bank products were not the cause of this economic recession, only unregulated ones.

Legal Ease QuestionQuestion: With the FDIC's special assessment coming in June and due in September,
I have not read anywhere if we have to have it all accrued by June or
can we accrue for it through September when we pay it.  I know this is
a technical questions; however, I have not read anything saying we had
to have it accrued by EOM June.  Any guidance would be appreciated.

On September 25-26, the IBAT Education Foundation is hosting a new kind of fundraiser to support its mission. The Austin Money $how is a pilot program for consumers in Central Texas who are active, educated, homeowners, have one or more children and interested in better ways to manage their finances. This audience is asking many more questions since the economy turned upside down. This audience wants to know more about their investments in 401(k) plans, IRA's, how to better work with their local banker to maximize their money. Baker Market Update

Baker Group US economic data released this week showed stabilization and improvement in some areas. Housing Starts and Building Permits rose more than expected while continuing claims for unemployment insurance declined sharply. Read more in the Baker Market Update.
