Legislation Introduced to Permanently Change Assessment Base
We are encouraged by legislation introduced last week by ICBA urging a permanent change to the FDIC insurance assessment base. The Bank Accountability and Risk Assessment Act of 2009 (H.R. 2897), sponsored by House Financial Services Subcommittee on Financial Institutions Chairman Luis Gutierrez (D-Ill.), would require the deposit insurance assessment base to include total assets (minus tangible equity), rather than domestic deposits. ICBA and IBAT has been vigorously advocating for broadening the assessment base and implementing the systemic-risk premium.
Community bankers should call (202) 224-3121 and ask to be connected to their representative’s office. Ask to speak to the financial services legislative assistant, and urge them to cosponsor H.R. 2897.
IBAT has reviewed and plans to register our strong opposition to the Administration's proposed creation of a new Consumer Financial Protection Agency. Your IBAT Executive Committee is planning a trip next month to DC to lobby Texas Congressional members on these and other issues. When calling Congressional offices, please register your opposition to this new Agency and remind our elected officials that regulated bank products were not the cause of this economic recession, only unregulated ones.

Question: With the FDIC's special assessment coming in June and due in September,
I have not read anywhere if we have to have it all accrued by June or
can we accrue for it through September when we pay it. I know this is
a technical questions; however, I have not read anything saying we had
to have it accrued by EOM June. Any guidance would be appreciated.
