Hello. Let me introduce myself! I’m Chuck Phelan, a Texas community banker, an IBAT Leadership Division member, and currently a member of the IBAT Leadership Division Board of Directors. I’d like to tell you a little about myself and why being a community banker in Texas has been such an integral part of my life.
I started my banking career at a family-owned bank outside Bossier City, Louisiana. I pretty much did everything – loan collector, teller, and bookkeeper. They would even send me to the grocery store to stock the refrigerator with lunch items. Due to those tough economic times, during the mid-to-late eighties, the bank didn’t survive. It was a sad situation. But I did meet my best friend, and now that I think about it, a whole lot of FDIC examiners, too. At that point, I did what everyone else was doing in those days. I packed up the U-Haul and moved to Dallas to get a job.
I spent the next 10 years at The Fed, the Federal Reserve Bank of Dallas. I was in the Banking Supervision Department and we examined banks and bank holding companies in the Fed’s 11th District, comprised of Texas, Northern Louisiana, and Southern New Mexico. I know what you are thinking, how did those lines get drawn? I really enjoyed the bankers I met, the people I worked with, and all the training I received. In fact, many of those bankers and people I worked with are still friends today.
For these last 12 years, I’ve been working for TIB-The Independent BankersBank, where I specialize in interest rate risk, asset liability and treasury operations. TIB, like IBAT and the Leadership Division, has a fantastic and fulfilling mission of helping community banks and bankers. I feel so fortunate to be working, assisting and supporting an industry that is such a vital part of our local economies and, more importantly, is filled with great leaders and people.
