BSA/AML, CIP: Matricula Consular Cards as a form of ID?

Printer-friendly VersionPrinter-friendly Version
Question:
May a bank accept matricula consular cards as a form of identification under the BSA Customer Identification Program?
Answer:
Yes. But don't look for a clear answer in the regs! The CIP rules simply permit use of "any other government-issued document evidencing nationality or residence and bearing a photograph or similar safeguard." For more information about the matricula consular cards and their security features, go to http://portal.sre.gob.mx/usa/index.php?option=displaypage&Itemid=84&op=page&SubMenu

The Texas New Alliance Task Force, in which IBAT participates, discussed this thoroughly with attending regulators at a meeting in Austin. Remember that although the cards are permissible ID, you may still want a secondary source of ID if you have reason to doubt the authenticity of the card.
