Legislative Update
The House Financial Institutions Committee held its first (perhaps only) hearing on Tuesday to hear invited testimony (basically from the finance commissioners) about consolidation, mortgage fraud, predatory and subprime lending. The general consensus appeared to be that consolidating the agencies would not save any money and could detract from the unique missions of certain agencies. The committee heard that foreclosure rates are high in Texas, although the reasons appear to be murky. Consumer advocate Doggett had several recommendations regarding reductions in predatory lending including requiring advance counseling for ARMs and an increase in penalties for bad actors. IBAT will file written comments. |

| BAKER WEEKLY |

The foundation for the housing market continues to crack even though one figure suggests otherwise. Housing starts rebounded this month not because of a strengthening housing market, but because of incentive-based sales enticements for home building. Read more in this week's Baker Weekly.
