We were pleased to learn this week that IBAT will be awarded the Governor's Award for Historical Preservation. Governor and Mrs. Perry will present the award in a special ceremony at the Governor's Mansion on July 28.
Since 1994, IBAT has been the major sponsor of the Texas Historical Commission's Main Street Tour helping to restore and revitalize rural communities and spur economic development. The IBAT Leadership and staff and independent community banks statewide will be recognized for our ongoing commitment to community revitalization.
In Memory
All of us at IBAT were saddened this week by the news of the death of Leonard Passmore. Leonard was General Counsel of the Texas Bankers Association for over 20 years before retiring in 1986.
All Texas bankers will remember Leonard for his sharp mind and quick East Texas wit, but mostly he will be remembered as a gentle man who brought joy to his family and everyone he came into contact with.

But Didn't They Just Leave?
The 80th Texas Legislature will convene January 9, 2007. Sounds like a long way off, but your government relations staff is well into the preparation phase for this important session. IBAT will again lead the charge with community bank-focused proactive initiatives, and is also planning strategies to mitigate the unfavorable legislation certain to be introduced. Our Legislative and PAC Steering Committees will meet on July 31 to address these and other issues. If there are specific issues you would like to see addressed at the next session, please call (800/749-4228) or e-mail Steve Scurlock.
Redistricting Redo
The U.S. Supreme Court has finally ruled in the mid-decade Texas Congressional redistricting case. Here's the bottom line - CD 23, now represented by Henry Bonilla, was the only district found to be a problem for various reasons. A redraw of that district will have some impact on at least 2 of the other south Texas districts. A hearing is scheduled for August 3 in Austin at the Federal Court of Appeals to evaluate the options - none of which are good ones with the November elections looming. This could be either a major mess or an annoyance depending upon the Court's decision. We shall keep you apprised as this saga progresses. |

The U.S. economy added 121,000 jobs in the month of June, falling short of economists’ consensus expectation of 175,000. May’s figure was revised up from 75k jobs to 92k, bringing the year-to-date average to just over 142,000 per month. The manufacturing sector added 15,000 jobs for the month of June. The Bank Operations Institute (BOI) is a two year program that provides the practical management and leadership techniques necessary for successful community bank operations. The dynamic curriculum is monitored by regulators and bankers and offers strategic insight into both the present and future of banking technology, processes, and project management.
The 2006 BOI is scheduled for October 8-13 at the Southern Methodist University (SMU) campus in Dallas, Texas.
