Legislative White Paper
Our White Paper has been revised to respond to questions from our members. Please make sure you've downloaded the latest version [updated 9/22]. The White Paper should be reviewed in combination with the special compliance bulletin [updated 9/10]. Specifically, we've added information relating to HB 716 and HB 1038. Also, see our Legal Ease Question of the Week below.

| LEGAL EASE QUESTION OF THE WEEK |

Question: When we called the TRCC, we were told that the new notice required by HB 1038 (regarding builders and registration, etc.) did not affect lien validity. Your special compliance bulletin says that it does. So, are we okay if we don't give the notice?

| BAKER WEEKLY |

As expected, the Federal Reserve cut its target rate, but surprised the market when they cut it more than anticipated, by 50bps, to ease the mounting woes in the housing and credit crisis. Shortly following the cut on Tuesday, the 2Yr T-Note fell below 4.0%, but has since climbed back up to 4.05% as the weakened dollar sparked a sell-off. ... The weakening of the dollar caused crude oil to surge to a record close of $83.32 on Thursday, followed by gold hitting a 28-year high of $739.90/troy ounce on the same day. Read more in this week's Baker Weekly.
