Question:   I received a phone call yesterday from a police officer. He is requesting information concerning a business checking account that was closed two weeks ago. I am not sure what information can be given to the officer without a subpoena. I looked in the Texas Finance Code, §277.003(a)(1) on disclosure of information on business checking accounts.  Can you clarify this statute? The officer is asking if the individual is an authorized signer and what day the account was closed.

The Federal Reserve lowered the discount rate by 25bp last Sunday and followed that up on Tuesday with another 75bp cut in the Fed Funds Rate to 2.25%, bringing the total amount of easings to 300bp since last summer. In addition, the Fed announced it would allow primary dealers to access the Fed discount window for liquidity needs that could help avert another Bear Stearns type crisis. The Dow Jones Industrial Average rose about 250pts last week. Commodity prices have ebbed from record highs as recessionary fears in the U.S. still loom, along with a surprising rebound in the dollar. The dollar rose against most major currencies following the Fed's cut of just 75bp (less than the market expectation for a full 1% cut), possibly signaling the Fed is going to defend the dollar following the spectacular 40% drop over the last 7 years....Read more in this week's Baker Weekly.
