Texas community banks were able to make home equity loans for nearly two decades and with the exception of the line of credit (HELOC) addition, not much really changed. After Proposition 2 passed in November, SJR 60 amended the constitution and created significant changes for both home equity lenders and borrowers effective January 1, 2018. Implementation has begun and getting lenders, loan processors, and compliance staff trained immediately is critical.
